<p style="text-align: left;">Recently, TELUS issued a press release letting Canadians know that their handsets are now being offered through Black&#8217;s, the nation-wide digital camera chain. This news in itself didn&#8217;t interest us in the least, but for giggles we clicked on through to Black&#8217;s website just to see what handsets it was going to be offering considering the odd partnership. What did we see in the line up? None other than a TELUS branded BlackBerry Storm2. Unfortunately what you see above is all we have for now as this sucker has not yet been announced by TELUS, but we have a feeling that will change very, very soon.</p>

As for when HSPA newcomers Bell and TELUS will be offering up the 9700, the latest word is that both carriers will offer the device the day they launch their new networks. <p>Canadians have long craved for a new wireless carrier to bust onto the scene and break up what is often described as the anti-competitive practices of incumbents Bell, Rogers and TELUS (aka &#8220;The Big Three&#8221;). Following Industry Canada&#8217;s 2008 auction of Advanced Wireless Services, the majority of hope was placed in a swaggering upstart which recently announced it would operate under the <a href="http://www.boygeniusreport.com/2009/08/10/globalive-to-launch-canadian-wireless-services-as-wind/">WIND brand name</a>. But this Thursday, the Canadian Radio-television and Telecommunications Commission informed WIND that it <a href="http://www.boygeniusreport.com/2009/10/30/canadas-crtc-takes-the-air-out-of-winds-launch/">that it couldn&#8217;t</a> go live with its HSPA network. The reasoning behind the CRTC&#8217;s decision was that if felt WIND&#8217;s parent company, Globalive Wireless, did not meet the criteria set forth in the Telecommunications Act which stipulates all carriers must be majority owned and controlled by Canadians. To meet these requirements, at least 80% of the board of directors and voting shares must be controlled by Canadians and the company cannot be &#8220;otherwise controlled by persons that are not Canadian.&#8221; What the CRTC found was that Oracsom, Globalive&#8217;s Egyptian financiers, controlled 65.1% of WINDs equity, the Canadian rights to the WIND brand, carried the majority of the company&#8217;s debt and that liquidity rights were &#8220;inconsistent with the relative voting interests of the shareholders.&#8221; The situation is complex, but all is not lost for WIND. With this in mind, we sat down with WIND&#8217;s CEO Ken Campbell and asked him what the future holds.</p>
<p><span id="more-37751"></span></p>
<p><strong>Mike: </strong>Prior to the ruling, you were quite optimistic that the CRTC would approve WINDs launch given that Industry Canada had previously ruled that your ownership structure complied with the Telecommunications Act. What do you think caused the CRTC to rule differently?</p>
<p><strong>Ken: </strong>What we do know is that Industry Canada approved us back in March, on March 13th, and the frame of reference that they used was pretty much the same as the CRTC. The two groups came to different conclusions, obviously, and right now what we are doing is reviewing what’s come out and assessing what our options could be. It’s a pretty sad day for Canadian consumers. It’s unfortunate, Canada needs competition and needs a new national wireless operator and this is a setback.</p>
<p><strong>Mike: </strong>There has been a lot of talk about having Industry Minister Tony Clement and the Cabinet overturn the CRTCs ruling, something they are legally permitted to do. Are you actively exploring this option, and if so, are you fearful of any backlash?</p>
<p><strong>Ken: </strong>I am not sure what you are referring to, but no, for our part, we are just looking at what our options might be and reviewing what the CRTC has come out with. I am not aware of what Minister Clement might have commented on today.</p>
<p>[<em>Ed.</em> Prior to our interview, Industry Minister Tony Clement publically stated that he and Industry Canada will be investigating the CRTC&#8217;s decision. Said Clement: “We are examining the CRTC decision very closely, and certainly we are still very much in favour of more competition in the telecom space for Canadian consumers. That’s why we opened up these contracts to other new entrants.”</p>
<p><strong>Mike: </strong>What are some of your options as you understand it? Certainly there is talk of WIND aligning itself with&#8230;</p>
<p><strong>Ken: </strong>At this time all of those things are just media speculation. As I said, we are looking at all of our alternatives. We are going to assess all of them very seriously and will determine what sort of action we can take. We have to review the CRTC ruling – there is a lot to it – and we are going to look at what our options which include many.</p>
<p><strong>BG: </strong>Not being Canadian and looking at the Canadian landscape in terms of wireless carriers, the premise of what you set out to do seems so great. There have been rumors, and much of them have been confirmed, that there was to be a simple 3-tier price plan, great handsets, a great retail experience, etc. How important do you think the whole retail experience is to the customer and providing a great service?</p>
<p><strong>Ken: </strong>I think the customer experience is absolutely important. Here we’ve got a situation where we pay twice as much as they do in the US, our minutes of use are half of what they are in the US, and wireless penetration is at 65%. Clearly it is a market that is under-developed and where customers simply overpay. The other thing is that in Canada our customer saturation numbers are extremely low. We’ve got a very disenfranchised and very frustrated customer base that is really ripe and in need of competition. The other thing you should know is that this country is dominated by three carriers, but if you look regionally, it is typically two carriers that dominate regional markets. Canada is effectively an oligopoly and in many regions pretty much a duopoly. There is definitely an opportunity with consumers and the numbers speak for themselves.</p>
<p><strong>BG: </strong>Going forward, you were really hopeful from everything that we read&#8230;</p>
<p><strong>Ken: </strong>We’ve got 800 employees. We’ve got retail staff, we’ve hired call centers, we have a brand, we have a great experience, and definitely, as you mentioned, we have some good price plans and a very solid proposition that will resonate with consumers. We’re definitely teed up and ready to go.</p>
<p><strong>BG: </strong>Have you announced the price plans at all?</p>
<p><strong>Ken: </strong>No, we haven’t announced them. We did announce that we have a few, three, and I think that customers will find them simple and easy to understand and, frankly, a great value.</p>
<p><strong>BG: </strong>So, like you said, everyone is hired and things are read to go. Can you continue those operations in the mean time until you get approval, or does all of that have to stop now?</p>
<p><strong>Ken: </strong>Well, we are assessing what our options are. But the network has been being built in Calgary, Edmonton, Vancouver, Toronto and Ottawa and our coverage was being deployed. What we are going to continue to focus in on is our operation and assessing what our options are with this unfortunate ruling.</p>
<p><strong>Mike: </strong>Are you still allowed to continue the development of the network , or are you abandoning this work until you can get things sorted out?</p>
<p><strong>Ken: </strong>We’re really assessing and evaluating our options right now.</p>
<p><strong>Mike: </strong>So it sounds as if you are more focused on the legal matter at hand as opposed to continuing to develop the network.</p>
<p><strong>Ken: </strong>Yes, it’s just prudent that we evaluate the situation and the ruling. Obviously to run our business we need the CRTC to approve it, so we will see what our options might be. Canada definitely deserves some competition here and so for our part we just have to focus in on the ruling and see what, if anything, can be done.</p>
<p><strong>Mike: </strong>How confident are you that a compromise will be reached in the near future that would allow you to continue the development of your network and eventually launch?</p>
<p><strong>Ken: </strong>It’s just not clear right now. It’s too early to say.</p>
<p><strong>BG: </strong>Well, Ken, thank you so much for your time we really appreciate it.</p>

<p style="text-align: left;">A couple days ago, HTC tweeted the <a href="http://www.boygeniusreport.com/2009/10/29/htc-hero-to-get-android-2-0/">Hero would be anointed with Android 2.0</a>, just like the <a href="http://www.boygeniusreport.com/2009/10/19/motorola-droid-hands-on/">DROID</a>, and now, HTC&#8217;s website is showing us that the <a href="http://www.boygeniusreport.com/2009/10/09/telus-initial-hspa-offering-to-be-smartphone-rich/">Hero will be offered on Telus&#8217;</a> network in GSM/HSDPA goodness. No specification surprises in the GSM variant: Telus&#8217; Hero will have the same Qualcomm MSM7200A 528MHz processor, WiFi b/g, BlueTooth 2.0, and 5 megapixel camera as its CDMA cousin. There has been no indication from HTC as to whether the GSM Hero will ship with Android 1.5 or 2.0 in tow, but we&#8217;re sure it will make its way onto the handset eventually. Think HTC has developed a bit of a complex from all the Motorola DROID hoopla?</p>

<p>As Bell and TELUS put the finishing touches on their Canada-wide 21Mbps HSPA network that is set to launch next week, press releases announcing their HSPA handsets are coming across the wire at a feverish pace. The latest to be announced is the Windows Mobile 6.5-powered Omnia II which is to be exclusive to Bell. Featuring a 3.7&#8243; AMOLED WVGA display, 5 megapixel camera, Wi-Fi, GPS and 7.2Mbps UMTS/HSPA connectivity, the Omnia II is definitely a nice device that will make many a Canadian happy. And so it should, as Canadian&#8217;s patriotism will be tested when they see it in shops as it has been designated the &#8220;Official Mobile Device of the Vancouver 2010 Olympic Winter Games.&#8221; Why? Because Bell sure earned that right after it spent an insane $200mm for the right to be the official communications sponsor of the games. Pricing and a specific release date have not yet been announced, but the Omnia II will be available starting next month. Oh, and just for the record, no, we did not edit in the photo of the curling rock. Bell actually seems to be under the delusion that people in Canada enjoy curling. <p>Back in August, Globalive, a big winner in Canada&#8217;s AWS auction, announced that it was going to <a href="http://www.boygeniusreport.com/2009/08/10/globalive-to-launch-canadian-wireless-services-as-wind/">launch its network</a> under the WIND brand and shake up the Canadian wireless industry. Now it looks as if this will not be happening &#8212; at least in the immediate future &#8212; as the Canadian Radio-television and Telecommunications Commission (CRTC) ruled yesterday that WIND does not meet the Canadian ownership rules. The rules, which are set out in the Telecommunications Act, stipulate that wireless carriers must be <a href="http://laws.justice.gc.ca/eng/T-3.4/page-2.html#anchorbo-ga:l_II-gb:s_16">majority owned and controlled</a> to the sum of 80% by Canadians. Because Orascom, an Egyptian company, owns 65.1% of the equity in WIND as well as the rights to the WIND brand in Canada, the CRTC ordered that WIND not launch its network until the company is fully compliant with the Act. Strangely enough, during last years wireless spectrum auction, Industry Canada ruled that WIND did indeed meet Canadian ownership laws as set out in the Telecommunications Act, but strong opposition from the existing major carriers &#8212; Bell, Rogers and TELUS, companies whose ownership meets complies with the Act &#8212; at a hearing on October 1st likely helped the ruling. So what does the future hold for WIND and its $442mm CAD ($413.8mm USD) worth of 1700MHz UMTS/HSPA spectrum? Things like carriers, release dates and pricing have been withheld for the time being, but RIM has made a statement saying that we should all expect to see the BlackBerry 9700 go on sale &#8220;around the world beginning in November.&#8221; Spec wise, nothing has changed since our <a href="http://www.boygeniusreport.com/2009/09/21/blackberry-9700-review-part-1/">pre-release review</a>, but just in case some of you forgot or weren&#8217;t paying a whole lot of attention, here&#8217;s a quick refresher on the critical specs:</p>

AT&amp;T and T-Mobile&#8217;s 9700 will go for $199.99 after a $100 MIR on 2-year deals while Rogers will be asking for $299.99 on a 3-year contract with a monthly minimum voice and data plan of $45. <a href="http://www.bce.ca/en/news/releases/bm/2009/10/21/75235.html">Bell</a> and <a href="http://about.telus.com/cgi-bin/media_news_viewer.cgi?news_id=1139&amp;mode=2">TELUS</a> have yet to come forward with pricing but have confirmed they will be carrying the device.</p>

The first is the <a href="http://www.boygeniusreport.com/2009/09/21/blackberry-9700-review-part-1/">BlackBerry Bold 9700</a>, the second is the <a href="http://www.boygeniusreport.com/2009/04/01/htc-means-business-unveils-htc-snap-and-inner-circle/">HTC Snap</a>, the third is the <a href="http://www.boygeniusreport.com/2009/09/03/t-mobile-uk-announces-the-android-powered-pulse/">Huawei U8220</a>, and the fourth is an unknown QWERTY slider from Samsung. Other than that, it&#8217;s alleged that WIND will start off with three n0-contract price plans, have no SAF, not charge clients for features like caller ID and voicemail as well as not bill for intra-Provincial long distance and all dealerships will be outfitted with Microsoft&#8217;s Surface. Sounds nice to us, but what do you think, Canada?</p>

<p>Even though we here at BGR think that the BlackBerry Bold 9000 is so <a href="http://www.boygeniusreport.com/2008/08/21/rogers-launches-blackberry-bold-today-maybe-available-tomorrow/">Summer</a>/<a href="http://www.boygeniusreport.com/2008/11/03/blackberry-bold-now-available-at-att/">Fall</a> 2008 (and even that&#8217;s one hell of a stretch considering it was announced that May), it seems that RIM and its partner carriers don&#8217;t. Best Buy Canada&#8217;s internal inventory system shows that both Bell and Rogers still have plans for the 3G device even though <a href="http://www.boygeniusreport.com/2009/09/21/blackberry-9700-review-part-1/">the new hotness</a> is but a <a href="http://www.boygeniusreport.com/2009/10/09/blackberry-9700-launching-on-rogers-october-26th/">few weeks away</a>. From Bell we have the Bold 9000, a rather strange offering considering that it is going to be <a href="http://www.boygeniusreport.com/2009/10/02/blackberry-8530-blackberry-9700-show-up-in-bells-systems/">selling the BlackBerry 9700</a>. Still, we must concede that it makes a bit of sense in that Bell can offer up the 9000 as its mid-end BlackBerry while Rogers is already stuck with positioning EDGE-only devices like the Curve 8900 and Curve 8520 as its more affordable devices. Speaking of Rogers, it is going to be picking up the white BlackBerry Bold &#8212; the very same one we&#8217;ve been <a href="../2009/08/15/blackberry-bold-coming-soon-in-white/">going on about for months</a> &#8212; although we&#8217;re not entirely clear when it will go on sale. That is to say we don&#8217;t know if, just like AT&amp;T, the white Bold will be released to select markets on the <a href="../2009/10/08/white-blackberry-bold-9000-dropping-on-october-18th/">18th of this month</a>. It seems that Bell is really serious about having its customers love them, because it is going to issue unlock codes for its branded devices. Of course caveats apply, but they&#8217;re not all that out of the ordinary: your account must be active for at least one month, only phones purchased from Bell need apply, you won&#8217;t be able to ditch your contract, and you will be charged a fee. We&#8217;re not exactly clear on what the feel will be, but we&#8217;ve heard it might be as high as $250 dollars per handset. Obviously the cost of the official unlock doesn&#8217;t even begin to compete with third-party unlockers, but at least it will keep your warranty in tact. And no, we&#8217;re awfully sorry, but we&#8217;re not 100% sure Bell will unlock your <a href="http://www.boygeniusreport.com/2009/10/06/bell-and-telus-officially-announce-they-will-be-carrying-the-iphone-3g-and-3gs-next-month/">iPhone</a>. We don&#8217;t have pricing information, but imagine it will run around $299 with a three-year agreement. Not confirmed, of course, but hey, besides Christmas not much is.</p>

Apart from the obvious ones &#8211; <a href="http://www.boygeniusreport.com/2009/10/06/bell-and-telus-officially-announce-they-will-be-carrying-the-iphone-3g-and-3gs-next-month/">iPhone 3G and 3GS</a> &#8212; TELUS will be dishing out the BlackBerry Bold 9700, LG Chocolate BL40 and the Nokia E71 (odd, <a href="http://www.boygeniusreport.com/2009/07/17/nokia-e72-nam-clears-the-fcc-on-its-way-to-your-pocket-and-your-heart/">we know</a>). Road warriors should also note that TELUS will be offering the Sierra Wireless 306 USB data stick which is capable of taking full advantage of TELUS&#8217; 21Mbps HSPA network. Okay, fine, rumors about many of these devices coming to TELUS aren&#8217;t exactly new, but we&#8217;re the first to be able to confirm this 100%. Just one more thing&#8230;. We&#8217;ve been told that the HTC Hero is definitely in TELUS&#8217; play book and it&#8217;s going to be the GSM/HSPA variant.</p>

It so happens that one of our Canadian connects (ninja is <em>so</em> yesterday) just blessed us with more information on the Rogers BlackBerry 8520 than we know what to do with. As far as colors go, as we&#8217;ve seen, it will be available in black and violet color options. The built-in UMA support will enable the device to take advantage of Rogers&#8217; TalkSpot service just like the T-Mobile variant in the United States does. Here&#8217;s a brief recap of device specs before we get into the really good stuff:</p>

<p style="text-align: left;">We&#8217;ve known for the longest time that Rogers will soon be releasing the wallet friendly BlackBerry Curve 8520, but up until now we&#8217;ve (or anyone, for that matter) been unable to figure out the exact release date and pricing of one of the worst kept phone secrets in recent memory. The release date, as tipped off by Best Buy, is apparently October 9th, while the same source also indicates that the 8520 will be unreasonably expensive. We&#8217;ve no major qualms with the $499.99 non-contract price (other than it&#8217;s a rip-off and $200 more expensive than the $299 USD T-Mobile customers pay) but $99.99 on contract when the Pearl Flip 8220 is $9.99? That&#8217;s just not right, now is it. Anyway, hit the jump for some screenies.</p>

Apple, Bell and TELUS declined to speak to the matter when asked, but the fact remains that not only does this make sense considering the fact exclusivity deals are already starting to <a href="http://www.boygeniusreport.com/2009/09/28/orange-uk-announces-it-too-will-be-carrying-the-iphone-this-year/">fizzle</a> <a href="http://www.boygeniusreport.com/2009/09/29/vodafone-to-get-the-iphone-in-the-uk-and-ireland/">out</a> in the UK, but for the simple fact that if The Globe and Mail says its going to happen you can confidently bet your bottom dollar that it will happen 99 times out of 100. If not, we&#8217;re going cancel our subscription for our Canadian office. Rogers, we are awaiting emails from your PR people.</p>

Bell has been under increasing pressure to iron out any kinks in their upcoming HSPA roll-out as the upcoming 2010 Olympic Winters Games are fast approaching and Bell is the official network. They seem to be giddy with excitement, too, having finished the work ahead of schedule. Their new HSPA network which is an overlay on top of Bell&#8217;s 1XRTT/EV-DO Rev A. network, will offer speeds of up to 21Mbps. While that might be impressive enough, they&#8217;ve also managed to cover over 1,000,000 square kilometers including 20,000 cities and towns, reaching 93% of the entire Canadian population. Color us more than impressed.</p>

Benjamin Tan, senior director of the GCR Mobile Team Unit at Microsoft China, let loose the rumor that an avalanche of new Windows Mobile 6.5 handsets from HTC, Samsung, LG, Sony Ericsson, Acer, Toshiba, HP and more will be released in the waning months of 2009. Carriers who have jumped on board this Window Mobile bonanza include AT&amp;T, Sprint, Verizon Wireless, Orange, T-Mobile, Vodafone, NTT DoCoMO, Softbank Mobile,  SKT, Telstra and Telus. Bottom line: no matter where you are located or what you prefer in a smartphone, there will apparently be a Windows Phone to suit your needs in 2009.</p>

It&#8217;s not that Rogers has all of a sudden found its heart and decided to give its customers a respite. Oh, no, no. It&#8217;s simply going to lower the fee, rename it the Government Regulatory Recovery Fee and jack up the price of each and every plan by about $5. If the GRRF gives you the impression that it&#8217;s a government mandated fee then you&#8217;re sorely mistaken. It&#8217;s just another way for Rogers to pass the buck on all of the various federal, provincial and municipal fees and taxes that it itself pays in order to offer its services in a given area. For the most part, all existing consumers need to know is that they are free too keep their current plan with SAF, but any voice plan changes after October 5th (or anyone who joins Rogers, for that matter) will result in their account being switched over to the GRRF system. But hey, it&#8217;s not all that bad: Rogers is going to give you Call Forwarding, WhoCalled, and Call Manager for free. Wait a tick, those are already included most value packs&#8230;</p>

Almost. No current Rogers handsets are capable of reaching such speeds, but if mobile internet is something you&#8217;re absolutely smitten with then you should definitely consider pre-ordering the new 21Mbps HSPA+ Mobile Internet Rocket Stick. It starts off at $79.99 on contract (which is $79.99 more than Rogers&#8217; current Rocket Stick offerings), but c&#8217;mon; not owning the latest and greatest gear flies straight in the face of what we here at BGR are all about. As for the general benefits for current 3G handset owners, the upgrade also comes with an overhaul of the network&#8217;s backend, meaning more people should be able to simultaneously use data without making the network come to a screeching halt.</p>

All one has to do is log into his or her MyRogers account at Rogers.com, click &#8220;Manage My Wireless Services&#8221; and select &#8220;Voice &amp; Data Usage&#8221; to see exactly how bad the damage is. There does appear to be a four hour delay in the information provided, but we&#8217;re too elated to care at this point. What we do care about however, is the fact that Rogers&#8217; mobile portal currently does not have any mention of Voice &amp; Data Usage. It&#8217;s coming soon, right Rogers? <p style="text-align: left;">We recently told you that both the Curve 8520 and the Bold 9700 were <a href="http://www.boygeniusreport.com/2009/09/11/blackberry-bold-9700-and-curve-8520-shows-up-in-rogers-upgrade-system/">entered in Rogers&#8217; upgrade system</a>, and now the former can finally be found in its natural habitat &#8212; and by <em>natural habitat</em>, we mean leaked shots on BGR. Currently running OS 4.6.1.274, the Rogers 8520 appears to have escaped from one of RIM&#8217;s manufacturing plants without having been horribly disfigured by physical branding. We think it would be foolish to assume this will be the case once the device launches, but at least there&#8217;s hope. You know the drill; hit the jump for a couple more pics.</p>
