And yes the texting is for worldwide use, doesnt matter what country its not limited to the ones shown or Nextel markets.

As for the DC, yes that IS limited to those markets.

I talked to Boost on Twitter today about it all, and they confirmed it.

For the $10 add on you get unlimited international walkie talkie to Canada, Mexico, Chile, Peru, Argentina and Brazil. Text messaging is not limited to those countries. You can text anyone in the world as this is world wide texting. Just wanted to clarify any confusion the article may have given anyone.
