It’s a good Idea, but I guarantee local prepaid SIMs will still be a lot cheaper. Also this will probably use a callback system which never works half the time. Also can’t you already do this with a MaxRoam SIM when their system is actually working?

Gemalto already makes this. It’s an application that can be loaded into their Javacards. It’s marketed as a hack for MNVOs who resell two different networks in different countries and want to use roaming agreements on both, say Virgin Mobile, if they were GSM.
