Don't see why one would "assume" it would be any different... BlackBerry's website actually has more software versions available for the Bell smartphones. For example, no 4.5 update for the Telus 8830 World Edition. Not to mention there's still no MMS for the Telus Storm 9530, while Bell users have had it for 2 weeks now. Software version is the same as Bell’s. Don’t see why one would “assume” it would be any different…

BlackBerry’s website actually has more software versions available for the Bell smartphones. For example, no 4.5 update for the Telus 8830 World Edition. Not to mention there’s still no MMS for the Telus Storm 9530, while Bell users have had it for 2 weeks now.
